Qualigenix builds each Virginia Beach billing setup around the payers that actually show up at your front desk. Cardinal Care members are split across five health plans. Medicare claims go to Palmetto GBA. Military families from Naval Air Station Oceana and Joint Expeditionary Base Little Creek-Fort Story carry TRICARE. Sentara Health Plans, headquartered in Virginia Beach, sells commercial, Medicaid and D-SNP coverage in the same market. Statewide rules such as prompt-pay timelines and DMAS enrollment sit on our medical billing services in Virginia page. This page covers how claims for Virginia Beach patients reach the right payer and get paid.
Qualigenix medical billing services cover the full claim cycle for Virginia Beach practices: eligibility checks, coding review, claim scrubbing, submission, payment posting, denial appeals and A/R follow-up. We bill all payers, including the five Cardinal Care health plans, Palmetto GBA for Medicare and TRICARE East.
The work runs inside your current EHR, and pricing is a percentage of collections.
Virginia Beach is in the Tidewater region of Cardinal Care, the Medicaid program run by the Virginia Department of Medical Assistance Services (DMAS). Most members are in managed care, so a Cardinal Care claim is only as good as the plan it's sent to. Qualigenix confirms the member's plan on the date of service before any claim leaves.
Since July 1, 2025, five health plans serve Cardinal Care members statewide, Virginia Beach included: Aetna Better Health of Virginia, Anthem HealthKeepers Plus, Humana Healthy Horizons in Virginia, Sentara Health Plans and UnitedHealthcare. Humana joined that year, and Molina left the program. Each plan sets its own filing window in its provider manual. Anthem HealthKeepers Plus, for example, gives 365 days from the date of service for original claims. Qualigenix keeps a filing calendar for each plan and sends fee-for-service claims to DMAS inside its 12-month limit. Authorization lists also differ by plan, so our prior authorization team works from the list of the plan that will pay.
All five plans also run Medicare dual eligible special needs plans (D-SNPs), and Virginia requires them to operate as fully integrated plans. Under exclusively aligned enrollment, the D-SNP a full-benefit dual member picks decides which company handles their Cardinal Care benefits. Qualigenix checks D-SNP enrollment before billing, so the Medicare and Medicaid parts of the claim go to the same company. For a fee-for-service crossover, DMAS can pay within six months after Medicare decides a timely filed claim, and we track that window claim by claim.
Virginia's 40-day prompt-pay rule, balance-billing protections and DMAS enrollment apply the same way in every city. Our page on Virginia medical billing rules explains how Qualigenix handles them statewide.
Qualigenix sends Virginia Beach Medicare Part B claims to Palmetto GBA, the Jurisdiction M contractor for Virginia, within Medicare's 12-month filing limit. Medicare Advantage needs extra checking here. Since January 1, 2026, Sentara Health Plans no longer offers its non-dual Medicare Advantage plans, though its D-SNP continues, so a patient still carrying an old Sentara Medicare card is re-verified before the visit. TRICARE East is administered by Humana Military, with claims processed by PGBA, and TRICARE expects claims within one year of the date of service. On commercial claims, Virginia requires carriers to pay clean claims within 40 days and to flag a defect within 30 days. Qualigenix follows up on every claim against both dates.
These are company-wide figures across Qualigenix client practices, not Virginia Beach-only results.

We sign a BAA, connect to your EHR or PM system with no software change, and pull a snapshot of open A/R so nothing in flight is dropped.
We confirm PRSS enrollment, Cardinal Care plan contracts and Palmetto GBA and TRICARE effective dates, then load fee schedules and service locations.
Specialty-certified coders are assigned to your account, and claim edits are built for your highest-volume payers.
Clearinghouse routing moves to Qualigenix payer by payer, and a test transaction proves the connection before a real claim goes out.
The first batch is coded, scrubbed and compared to expected payment. Any payer not yet effective goes on hold until it is.
Claims go out daily, denials are appealed, and your legacy A/R is worked in parallel so older money keeps coming in.
